You can buy it on the internet but would need the gps code for the phone or it would have to be someone that shared your own cell hpone service.
Most cellular phone services now sell this package – the software is free if you pay the monthly tracking fees.

The owner of the phone has to approve this tracking feature before it can be activated. So if you want to track someone secretly, that could be a problem.
