if u want to develop GPS tracker in JAVA , the u need
1)J2ME SDK 3.0
2)GPS compatible mobile phone
3)SIM card must be GPS service activated.
when u developed a code then place ur compressed jar file in ur mobile phone then run it in phone.

I would suggest using the source code of a Java GPS app that works on Linux, Mac, and Windows, along with a linux-compatible USB GPS device. I’m mentioning linux first because if it’s compatible with Linux, it’ll most likely work well on the others too.
